Charger not charging to capacity

The capacitors inside the charger can fail for a number of reasons, as a result they will start to buldge slightly due to the expansion of the gases inside, in some cases, the capacitors still operate, although not very well, this will reduce the maximum voltage produced by the charger.
O‍ur capacitors have a x scored into the top of them so if the cases build up to much, the component will fail safely.
